#62213 [13.x] Qualify dropped and renamed indexes with the table schema on PostgreSQL

On PostgreSQL, dropIndex() and renameIndex() don't include the table's schema, so an index with the same name in another schema on the search_path gets dropped or renamed instead:

Schema::table('private.users', function (Blueprint $table) {
    $table->dropIndex('users_email_index');
});

// Before: drop index "users_email_index"
// After:  drop index "private"."users_email_index"
