#61972 [13.x] Add detect_mime_type_using_path option to SFTP and FTP disks

On SFTP and FTP disks, calling mimeType() actually reads the file into memory

Flysystem lets us use the path to detect it via detect_mime_type_using_path, but we cant set this in the framework

This adds a detect_mime_type_using_path option to both drivers so it can be opted into from configzz (or Storage::build()):

 'detect_mime_type_using_path' => true,

It defaults to false, so nothing changes unless it's set. We use a lot of FTP/SFTP so thought it was a useful addition
