[13.x] Add runtime to ScheduledTaskFailed

ScheduledTaskFinished already carries a runtime, so it would be useful to have it on ScheduledTaskFailed too.
Basically just handy when sending it to a logging service, so we can tell where a task scheduled didn't run at all vs one that actually ran / died. More info = better
