[13.x] Batch Redis queue notification pushes

Description

The Redis queue's bulkPush() script currently executes one RPUSH per job notification. With 1,000 jobs, that means 1,000 Redis commands inside a single Lua execution.

This PR batches those notifications into groups of 100, reducing the number of RPUSH calls from 1,000 to 10.

Each job still gets its own notification, and the existing queue behavior remains unchanged.

Tests

Added regression tests covering batch sizes of 0, 1, 99, 100, 101, 250, and 1,000 to verify that:

  • All jobs are pushed in the correct order.
  • The notification count matches the number of jobs.
  • Batching works correctly across chunk boundaries.
