#61901 [13.x] Allow queue:forget to accept multiple IDs

queue:retry accepts multiple ids, so feel like this one should too..

If you want to delete multiple ids today, you have to keep running this over and over, or do it yourself via the DB, Redis... etc.

// now 2026 - example IDS ofc :)
php artisan queue:forget 1
php artisan queue:forget 2
// couple more after this


// with this PR... just call it once
php artisan queue:forget 1 2

There's no real magic it just loops it

Also added a test as couldn't see one, so this is similar to the RetryBatchCommandTest
