[13.x] Fix `whereValueBetween()` binding expression values

whereValueBetween() adds an expression value to the bindings, so the query fails:

Promo::whereValueBetween(DB::raw('CURRENT_DATE'), ['starts_at', 'ends_at'])->get();

// Error: Object of class Illuminate\Database\Query\Expression could not be converted to string
