[13.x] Remove non-string headers from NotPwndVerifier

I am noticing a ton of deprecation warnings in my app regarding the NotPwnedVerifier where we use implicit bool -> string conversion for the Add-Padding header. Changing this to be a string as per the Guzzle changelog which states:
Deprecated non-string headers request option values, which will be rejected in 8.0
Found no other places in the framework where this is the case.
