#1099 Add Azure tool search and Groq web search and code execution

Azure OpenAI and Groq both host tools that the SDK did not expose. ToolSearch now works on Azure, and Groq maps WebSearch to browser_search and CodeExecution to code_interpreter. Groq streams also emit ProviderToolEvents for these tools, the same as the other providers that support code execution.

Groq offers these tools on GPT-OSS models only. browser_search takes no options, so Groq ignores WebSearch::max(), allow(), and location().
