Upgrades go.mod's go directive, k8s.io/{api,apimachinery,client-go} to v0.35.6, and transitively consistent sigs.k8s.io/k8s.io dependencies (controller-runtime v0.23.3, etc.). Updates the GitHub Actions Go workflow to match.

Switches crossplane-runtime from v1.16.0 to crossplane-runtime/v2 v2.3.3, since v1 never implements the Apply method that controller-runtime v0.22+ requires on client.Client, while v2 already does. Adds a replace for sigs.k8s.io/apiserver-runtime to a patched fork so cluster-gateway's transitive dependency compiles against the newer k8s libs.
