What this PR does / why we need it:

Upgrade cloudflared from 2026.7.1 to 2026.10.5 in the
development deployment workflow and update the SHA-256 pin for the
Debian package to match the official release.

Which issue(s) this PR is related to:

Validation:

  • Downloaded the artifact and verified its SHA-256 against the published
    release digest and the workflow pin.
  • Extracted the Debian package and ran cloudflared --version: 2026.10.5.
  • Parsed the workflow YAML and passed git diff --check.

Full application tests were not run; only workflow dependency pins changed.
