Drop removed --enable skills flag from codex entrypoint
What type of PR is this?
/kind bug
What this PR does / why we need it:
The codex agent image entrypoint unconditionally appended --enable skills to the codex exec invocation whenever an AgentConfig had at least one plugin. Upstream Codex CLI graduated the skills feature, so the flag no longer exists — codex aborts startup with "unexpected argument", making any codex Task with a plugin unusable.
This PR drops the now-removed flag. Skill files copied under ~/.codex/skills/<plugin>-<skill>/SKILL.md continue to be picked up automatically by Codex CLI without an opt-in flag.
Adds an e2e test that creates a Task referencing an AgentConfig with a plugin and asserts the Task reaches Succeeded. The test is registered via describePluginTaskTests and runs against every agent type in agentConfigs (claude-code, codex), matching the existing describeAgentTests pattern instead of being codex-specific.

Fixes #1174
Special notes for your reviewer:
Verified the surrounding plugin → skills copy loop is unchanged; only the obsolete CLI flag was removed.
Does this PR introduce a user-facing change?
