fix: compile-check help points at its skill and logs which define refused a run

Summary

  • uloop compile-check --help now ends with the line that tells agents to load the uloop-compile-check skill, like every other command with a skill.
  • A run refused because a scripting define is missing from the last Unity build now names that define in the VibeLog build_settings.refused_part field.

User Impact

  • Before: compile-check's help stopped after the global options, so an agent that found the command through --help had no pointer to its skill. The skill guidance table had left the command out on purpose while it was hidden.
  • Before: the define check that runs before any record exists returned without setting the refused part, so the VibeLog entry for that refusal left refused_part empty while every other build-settings refusal filled it.
  • After: both are filled. The refusal message itself is unchanged.

Changes

  • cli/common/tooldocs/skill_guidance.go: "compile-check": "uloop-compile-check" joins the CLI-only commands (launch, status, cancel).
  • cli/dispatcher/internal/compilecheck/build_settings_record.go: the one-way define check sets RefusedPart to scripting defines of <group> (not in the last build: <define>), in the same wording as the record comparison, before it returns.
  • scripts/stamp-release-inputs.sh refreshed cli/dispatcher/shared-inputs-stamp.json and cli/project-runner/shared-inputs-stamp.json for the cli/common change.

Verification

  • cli/common, cli/dispatcher, cli/project-runner: gofmt -l empty, go vet ./..., golangci-lint run ./... 0 issues (common, dispatcher), go test ./... -count=1 pass. The exceptions are TestOSUnixMetadataReaderReportsRealOwnerAndMode (common) and TestSendWithTransientConnectionRetryAbortsOnRefusedConnect (project-runner), which the local sandbox denies (mkdir /tmp and a unix socket bind); they are unrelated and run in CI.
  • go run ./cmd/check-release-triggers --base origin/feature/compile-check-visible: "Release trigger guard passed."
  • New and extended tests: TestSkillGuidanceLineNamesTheCompileCheckSkill, TestTryHandleCompileCheckRequestPrintsHelp (now expects the guidance line), TestDetectBuildSettingsChangeRefusesADefineTheLastBuildLacks (now asserts the refused part).
  • Mutations (each reverted):
    • drop the compile-check entry from the guidance table → TestSkillGuidanceLineNamesTheCompileCheckSkill and TestTryHandleCompileCheckRequestPrintsHelp fail.
    • drop the RefusedPart assignment → TestDetectBuildSettingsChangeRefusesADefineTheLastBuildLacks fails.
