#357 ci: use free GitHub-hosted runners (public repo)

This repo is public, so GitHub-hosted runners are free. Blacksmith billed this repo per minute for the same jobs (about 470 2-vCPU-equivalent minutes across cli, examples, and docs.formo.so from Sep 23 to Oct 2). Jobs can run a little slower.
