Summary

Intent: Bring desktop 1.4.31 notes up to date with the merged recording, speaker, import, authentication and Windows fixes, and version the changed agent guidance as plugin 1.3.5.

Refresh the generated legacy changelog copy and preserve external contributor credit. Keep the plugin version independent of the desktop version.
