Promotes develop to stage (118 commits). Stage only, no stage → master (owner rule 2026-10-18).

Highlights:

  • Builds again: #11062 fixes the remaining compile errors (#10897 × #10914 order typing, integration-ever-works), on top of #11042. Stage API and worker images have failed since 10-09, so this is their first good build.
  • #11071: the 7 red unit suites fixed (spec-only).
