refactor(runtime): serve /live and /health from separate handlers

First of five stacked PRs for the worker validation gates DEP (ai-dynamo/dynamo#15897). Opened on this fork for review; nothing has been sent upstream.

What

/live and /health were served by one handler, so readiness couldn't change without changing liveness. /live now has its own handler. Both still return the same status and body, so behaviour is unchanged.

Later PRs in the stack add the validation gates to /health only, which keeps a held worker from being restarted by its liveness or startup probe.

Tests

  • All system_status_server integration tests pass unchanged (--features integration).
  • New test_live_and_health_agree: with a ready and a notready starting status, both paths return the same status and body, ignoring uptime.

Stack

  1. This PR: split /live from /health
  2. #2 Runtime validation gates
  3. #3 Hold the model card until release
  4. #4 Loopback OpenAI endpoint
  5. #5 Reference check runner, docs and an example DGD
