feat(mcps): add pinned sqlite-local MCP configuration

Adds the sqlite-local MCP template with a pinned server package. This is a clean replacement for #895: the branch contains only the source template and no generated catalogs or upstream sync commits.
Validated with git diff --check; JSON parses successfully.
