docs(pstack): unslop description no longer claims to apply on its own

Closes #308.
Since #300 the unslop skill carries disable-model-invocation: true, so the agent never picks it up by itself; it runs only when someone types /unslop. The frontmatter still said Must always apply., which reads as the opposite and is what #308 is asking about.

One line in pstack/skills/unslop/SKILL.md:
description: Cut AI tells from any writing. Run it with /unslop on a draft, a PR description, or a reply; it does not fire on its own.
The rule list and the stable rule numbers other skills cite are untouched. Same direction as #392, which drops agent-routing wording from other slash-only pstack skills; that PR does not touch unslop, so there is no overlap.
Verification
node scripts/validate-plugins.mjs passes. No colon in the new description (the #381 class of YAML failure). No version bump, in line with #392.
