Fixes merge-queue PR lookups failing on intermittent HTTP 5xx replies from GitHub's commit-to-PR endpoint.

lookup_member_prs now fetches one page without --paginate/--slurp so the real HTTP status reaches gh's stderr, and refuses a full page of 100 results as incomplete. HTTP 5xx in stderr is treated as transient while 401/403/404 stay definite, and the retry budget is raised to six attempts with 2/5/10/20/30 s backoff.
