Adds an advisory CI workflow that runs macOS and Windows Rust test shards on pull requests touching Rust code, giving earlier platform coverage without adding required checks.
The _unit-suite.yml reusable suite gains a pr_platform_advisory input to enable those shards on PRs while still skipping them in the normal Tests workflow path.
The new rust-pr-advisory.yml workflow triggers on Rust-related path changes, reuses the suite, and cancels in-progress runs per PR; it is not a required check, so it never blocks merging.
Also updates merge-queue and workflow gate tests and adds a search-quality descriptor for the new harness.
