Gate the OSS index cost baseline on an inspect-free cold-index profile so measurements are stable instead of racing against AFT's opportunistic inspect refresh, which previously pushed Hugo's peak RSS to anywhere from roughly 190 to 300 MB.
Disables inspect in the cold-index measurement config and records the new cold-index-no-inspect-v1 profile in every CSV row and baseline entry.
cost-gate.py refuses to compare or bless baselines whose profile doesn't match, even with --ignore-platform.
Baselines for all five repositories are re-recorded on the gate runner with inspect disabled; peak RSS and CPU drop across the board, while callgraph and search timings stay within old tolerances.
Phase timestamps now retain fractional seconds, keeping millisecond-accurate index events from being rounded into the wrong phase.
Migration
Existing inspect-inclusive baselines must be re-recorded with write_baseline: true; tagging old numbers with the new profile is rejected.

Summary
The PR excludes inspect scans from cold-index cost measurements and refreshes all five baselines.
The cost gate measures cold indexes without inspect work.
