#1358 runon: describe return_paths as up to 128 MiB in total

The build server accepts returned files up to 128 MiB per job since #1351, but the bash tool's return_paths description still said "10 MiB in total". This changes it to "(up to 128 MiB in total)", the wording approved for it.

• Regenerates the remote tool-schema artifact (only the two return_paths descriptions change) and the two preset catalog goldens (that sentence plus their catalog digests).
• Agent-visible tool text: heads' tool lists change at placement, so the card carrying it goes in a shared restart window.

Verified: 125 tool-provider tests, the plugin schema freshness test (9 of 9), Biome and formatting.
