Kernel: under a Pause, the approver Hold shows first
Lands the one commit that missed "Kernel: a Pause stops approvals and merges, not only Runs" (#67). That pull request was merged at 00:36 UTC; this commit was pushed to its branch at about 00:57, so main does not have it. Found by the AGY (Gemini) review of #67.
The ruling. On #67 the Maintainer ruled the open question raised on "Kernel: a Pause stops every act, not only Runs": when an item is both paused and held because its approver is its author or last pusher, the Hold the facts establish is the reason given, not paused. Neither order approves or enqueues anything, so I-7 holds either way; this pins which reason a person sees.
What changes
tests/test_decide.py:test_under_a_pause_a_hold_the_facts_establish_shows_first, for a Pause and for an unreadable one.tools/mutants.py: "a pause hides the approver Hold" swaps the two checks; it is killed.kernel/decide.py: the comment no longer calls the order open.docs/decisions/0003-one-controller-admits-every-run.md: a boundary row naming the test.
Checks. make verify passes; python3 -m tools.mutants: 34 of 34 killed. CodeRabbit argued the order on #67 and withdrew its finding once the ruling was given. Second model family: a read-only AGY (Gemini) review of this pull request found nothing; the Codex and CodeRabbit bots hit their usage limits.
