CI: the verify job may run 40 minutes, until the mutants are sharded
The required check factory / verify runs make verify and then the mutation check, and the mutation run grows with every Kernel rule. On #135, "Kernel: a change to the Factory's own rules or a Lens's inputs is reviewed by a model Lens", 348 mutants ran past the job's 30 minutes, and the job was cancelled twice in the mutation step (runs 38967497544 and 38973911146). main's own runs already took 27 to 29 minutes.
What changes: timeout-minutes on the verify job goes from 30 to 40, in the live workflow, in its example and in the standard, which must match word for word. The counter-examples and the tests that plant faults now use the new value.
Why 40: it stays inside the merge queue's 45-minute check timeout, which the Maintainer raised on 2026-10-16. Sharding the mutants inside the required check (#112) is the real fix. This buys time until then.
Verified: make verify passes on a git archive export.
