Summary

combsmith/repo-template#252 (merged as 68eb6a18) rewrote BOOTSTRAP.md into an agent-executable customization runbook and refreshed README.md and AGENTS.md. Those three files are generated by _gen_baseline in scripts/seed-repo-template.sh, so the next seed run would have proposed reverting them. This PR makes the seeder emit exactly what repo-template main now carries. Resolves combsmith/repo-template#253.

  • scripts/seed-repo-template.sh: AGENTS.md, README.md preamble and BOOTSTRAP.md heredocs replaced with the merged content (the README commercial section is still read from the standard at run time, unchanged).
  • tests/fixtures/seed-repo-template/: fixtures refreshed from 68eb6a18; blob SHA pins updated.
  • tests/test_seed_repo_template.bats: the #970 AC #4 assertions keyed on the old wording (opt-in, manual) now key on the new wording for the same facts (not seeded / on demand, org-level); the BOOTSTRAP marker string moved to ## 10. Done criteria.

Problem

Seeder heredocs lag repo-template main; a seed run would REPLACE the three files with the pre-#252 text (see repo-template#253).

Risk

Low — doc content inside heredocs plus fixture/test pins; no change to seeding logic, manifests or the drift guard.

Test plan

  • bats tests/test_seed_repo_template.bats (bash 5): 99/100 pass; the one failure (#2233: README.md section is read from the standard) is the pre-existing macOS sed -i -e incompatibility, unrelated to this change and green on Linux CI.
  • --emit-baseline AGENTS.md|README.md|BOOTSTRAP.md each diff-identical to repo-template main.
  • DRY_RUN=true bash scripts/seed-repo-template.sh --repo combsmith/repo-template against standards/v1-stable: README.md, BOOTSTRAP.md, AGENTS.md all report SKIP — unchanged; run ends PASS.
  • shellcheck --severity=warning scripts/seed-repo-template.sh clean.

Rollback

Revert this PR. No non-revertible side effects.

Monitoring

tests/test_seed_repo_template.bats in CI, and the next template-drift / seed dry run against repo-template.
