ci: retry the Windows zip install and fail fast when it is missing
Fixes #3088
The Windows "Compiled extensions" job installs zip through Chocolatey. When the community feed returns 503, choco install prints "installed 0/0 packages", exits 0, and the job carries on until scripts/build-binaries.sh fails much later with zip: command not found (exit 127), which looks like a failure of the PR under test (seen again today on #3154).
Change: the install step now retries up to 4 times with a short backoff and fails in that step unless zip is actually on PATH, naming the likely cause. No product code changes.
Verification: workflow YAML parses; the job runs on this PR (look for "zip:
Summary by cubic
Makes the Windows compiled-extensions CI job fail fast when Chocolatey doesn't actually install zip, so the real cause surfaces in the install step instead of much later as zip: command not found inside scripts/build-binaries.sh.
