#33 chore(deps): refresh dependencies and move CI to Bun 1.4.2

Summary

Refresh @code-yeongyu/pi-rules to current dependencies and a Bun 1.4.2 CI toolchain. Also lands native .pi/rules / ~/.pi/rules discovery (Fixes #11) and records the contributor merges already on main.
