chore: stop collecting the AI config in the author verification workflow

The author-verification workflow collects the AI configuration with --collectors aiconfig. Since #3753, the contract of this workflow has no ai-config-policies group, so no policy evaluates this material.
This change removes --collectors aiconfig from the attestation init step.
