#4285 feat(harmonyos): report the keyboard band in snapshot responses

Summary

On HarmonyOS, a coordinate tap into a field covered by the soft keyboard lands on the keyboard itself — a session created a record titled with a stray "n" from the keyboard's suggestion strip and only a screenshot revealed it. Element-path taps already refuse keyboard-occluded targets; the coordinate lane only had a tree-derived warning, and nothing told the caller a keyboard was up at all.

The harmony snapshot producer now derives a keyboard-band fact from the input-method window probe and reports it in the snapshot response's keyboard field; when the band cannot be measured on a build, the response says keyboardBand: unmeasured instead of staying silent. Guards downstream keep working unchanged.
