#4282 docs: route the management command family in the skill and install help

Summary

The install, reinstall, and file push/pull commands already exist, but sessions that needed them never found the install path and fell back to raw hdc bm install — the skill description does not route to the management family, and the install usage examples never show a HarmonyOS HAP. This adds one routing line to the skill description and a HarmonyOS .hap example beside the existing install usage, so the command family is discoverable from the routing card and the help itself.
