Summary
Describe ADR 0027 as the statement-neutral hub-split rule under the eager-closure budget. Its gate applies to hub modules in gated closures, not only the descriptor root. ADR 0019 and owning platform-loading decisions remain separately referenced.
One internal documentation line changed. Follow-up to the review of #4082; part of #4045. No loading rule or budget changes.
