test(docs): parse startup reason vocabulary exhaustively

Summary

Parse the two known startup-reason declarations with OXC so valid strings with different quotes, digits or hyphens cannot disappear from the documentation check. Unsupported members and spreads fail explicitly.

One guard file changed. The private package vocabulary has no public import path; no production export, reason or documentation changed. Closes #4055; part of #4045.

Validation

Head: 59d1aba75ba66c57d84b379b6e4eed4fee782d9c.

  • All 3 focused tests passed. Independent Sonnet review found no required findings.
  • Exact-head affected validation passed format, lint, typecheck, Fallow and related tests. Receipt: .tmp/validation/run-RiUbbp/receipt.json, exactCommit: true.
  • Isolated proof: adding double-quoted "phase-2" on base 144bd59890 incorrectly passed. At head, the same addition fails on installation.md; updating only that sentence still fails on cli-help.ts. Baseline head comparison passed, and the unrelated parser cases were explicitly skipped only by the same focused filter.
  • All experiment checkouts were removed and reviewed sources preserved. Proof and counts.

No device behavior changed. CI at the pushed head remains authoritative.
