Prepare shared resource ownership and selection for #3325
Summary
For #3325, claim recovery uses one durable-resource ownership policy. Direct and owner-scoped paths share inspection; the reconciler revalidates listed paths and the final manifest set before unlink. Terminal cleanup, sequential recovery/disposal, and typed retention remain. Nested requests use the earlier child or parent cutoff. Preparatory A is 55 files, +1691/-365 = 2056 gross; it does not activate bounded refusal. B1/B2 and #3325 remain open.
Validation
Exact a72c9cdd143cafa425a72eae5d557e54810f8f54 clean run-3x89gw: 36 runnable passed, 25 skipped, 2 deduplicated (exactCommit=true, checkoutChanged=false). Full independent Sol/Apex r2: no P1/P2. Sanitized evidence, reviews, and base/head negatives; the old-f4b owner-scoped barrier timeout is invalid.
Owned Android emulator: private app-log orphan recovered via device release --stale (one released); same-app open/logcat follow-up passed and all owned resources were cleaned. Snapshot helper missing before dispatch: no helper snapshot proof. f4b CI/live results are historical. All 19 a72 checks completed: 16 succeeded, 2 skipped, 1 neutral. The maintainer scope question remains open. No physical-device, global-race, or B1/B2 guard proof.
