docs(adr): drop the withdrawn host allocator design from ADR 0021

Summary

ADR 0021 records the Simlock decision: agents lease devices from Simlock directly, and agent-device has no allocator integration. This PR removes the withdrawn in-process host design from that record.

  • The Status section keeps one decision-history line with the simlock#70 link and the git-history pointers (#2284, #2308, #2312).
  • The context and the "Withdrawn design" section no longer narrate the host allocator. One short "Rejected alternative" entry keeps the reason.
  • The file is renamed from 0021-host-simlock-managed-device-allocation.md to 0021-simlock-leased-devices.md. The links in README.md and ADR 0033 are updated.

Validation

  • pnpm check:affected --run: passed (0 checks selected; receipt run-LOJqwW, exactCommit=true).
  • pnpm check:doc-prose: 30 files clean.
  • No remaining references to the old file name.

Not run: check:doc-links (this needs a website build); CI runs it.
