docs(agents): simplify review scope and follow-up rounds

Summary

Centralizes review procedure in review.md, removes adversarial framing and exhaustive caller/sibling sweeps, and makes domain checks conditional. Removes the owning-rule and repeated-finding reminders already covered by AGENTS.md. Read-only review and isolated experiments remain in review.md.

Reviewers receive committed SHA ranges; later rounds use prior findings and dispositions. Rebased rounds include the complete git range-diff form. Restores the cold self-review fallback and explicitly preserves the independent-review requirement at growth thresholds. Changes 2 agent-guidance files.

  • Head 3fc268e63e9181cff964ebeeaa0d92647fb7dd0b, rebased onto 62a1ff123.
  • pnpm check:affected --run --head 3fc268e63: passed (agent-guidance; receipt run-ZVDKqc, exactCommit: true, checkoutChanged: false).
  • Install/build and repository-wide format completed; Claude's follow-up review found no issues.
  • git range-diff confirms the original reviewed patch is unchanged by rebase; only the comment fixes were added.
  • Previous head 73edcbd29: affected check passed (run-p1l9V8).
  • Documentation only; runtime/device checks do not apply. New-head CI pending.
