Follow-up promised in #3638: @agent-device/proxy moves from dependencies to devDependencies in packages/daemon/package.json, because only http-server-proxy.test.ts imports it. R11 accepts devDependencies for test-file imports since #3659. The lockfile moves the same entry from the dependencies to the devDependencies block of the daemon importer; no package version changes.

Evidence

• Manifest-only change. No source or test file changes, so there is no test-count parity to show, no vi.mock to prove, and no moved file.
• Exports. daemon stays at 81 keys (80 ./testing/* plus .); no package gains a subpath, barrel or export *.
• Gates on this head. check:layering passes (R11 accepts the devDependency for the test import, and the project-reference check still matches the manifest); check:fallow and check:gate-manifest pass. check:quick fails on main before this change too: packages/daemon/src/__tests__/support/command-surface-fake.ts and the snapshot-freshness/wait-capture-options tests no longer typecheck against #3642's required snapshot, which #3684 fixes. This PR must not duplicate that fix; I rebase after #3684 merges and the typecheck, unit and coverage checks go green with it.
