refactor(coverage): verdict from the stamp, and four detectors out
Summary
Layer 3 of 3 for #3468. Stack: main ← #3597 ← #3609 ← this PR.
The gate carried four ways to say coverage/ was not this checkout's — enumeration_missing,
map_partial, unscored_touched, unmeasured_touched — plus the lcov enumeration three of them leaned on.
lcov and the Istanbul map come out of the same Vitest run, so in a fresh pass they cannot disagree; what the
four really detected was a pass from another commit or tree, which is the one question #3609's stamp answers,
once. This deletes the four, their kinds and their tests.
Eligibility becomes a declaration rather than an absence: the include/exclude the verified stamp carries
names the files the run was told to instrument, so a real gap and an out-of-scope file stop arriving as the
same finding. unrecorded_eligible replaces unscored_touched on that rule; corrupt_touched keeps meaning
a record holding counts Istanbul never emits.
The whole-file ignore read strips the * a /** opener leaves on a comment token, which is what
ast-v8-to-istanbul strips before matching, so the JSDoc spelling no longer exempts a file from the counts
while the verdict still demands a record for it.
CONTRIBUTING.md narrows the guarantee to files git tracks or would track, so an edit confined to an ignored
path such as dist/ is not claimed to be caught.
Validation
pnpm check:affected --run exit 0 (63 checks) at bea411c51, foreground, under the gate lock. Evidence from that head
is in the comments. Closes #3468
