Document page.onResponse() in TypeScript and page.on_response() in Python, including subscription lifetime, lazy response bodies, child-frame responses, and final-response-only redirect behavior. Add a minor-release changeset for both SDKs, the extension, and the protocol.
Part 3 of the page.onResponse stack. Targets zhao/page-on-response-tests, so this diff contains only the Page/Response reference updates and changeset.
Validation: documentation reference validation passed as part of the complete-stack test run; changeset validation passed during implementation.
