What does this PR do?
Adds the compressed BrowserCode ASCII footer art to the README and replaces the old footer tagline with a thin divider plus the footer image.
How did you verify your code works?
Previewed the footer in readme-testing, verified the WebP dimensions, and the browsercode pre-push filtered typecheck passed.
