Moves oxfmt to 0.74.0 and oxlint to 1.89.0, matching the other repositories. Only package.json and bun.lock change.
bun run check passes locally on Bun 1.4.4: no file needed reformatting and the linter reported nothing new.
oxlint-tsgolint stays on 7.0.2004. Version 7.0.2005 was published 2026-10-22 and this repository's three-day release-age gate holds it back until 2026-10-25.
