chore: move CI and @types/bun to Bun 1.4.4
CI ran Bun 1.4.3, so the check job never exercised the 1.4.4 runtime. This pins both CI jobs to 1.4.4 and bumps @types/bun (and its bun-types dependency) to match.
bun run check passes locally on Bun 1.4.4, including bun --check with the new Bun type checker fixes.
bun-types@1.4.4 is under a three-day release-age gate elsewhere in this setup, so the bump used a one-off --minimum-release-age-excludes; no config changed.
