chore: update oxfmt and oxlint
Update the development formatter to oxfmt 0.74.0 and linter to oxlint 1.89.0, including their matching platform bindings. Existing configuration and all other dependency pins stay unchanged.
The adjacent release notes require no migration for this repository's JSON configuration. The existing oxlint-tsgolint version meets the new peer requirement. Formatting and lint checks needed no source corrections.
Validation: the README development checks pass locally, covering static checks, Node and Bun tests, skill scripts, and the npm tarball. The lockfile comparison confirms all unrelated entries are unchanged. Linux and Windows CI remain required before landing.
