chore(coderabbit): apply learnings immediately and keep reviews active
Apply new chat-sourced learnings immediately instead of holding them for seven days. Keep automatic review active across all commits and make the active review status fail on review errors. Organization inheritance and all other settings remain unchanged, including review_details.
This follows the original repository configuration in #371.
Validation: the YAML passes the CodeRabbit v2 JSON schema and an exact comparison confirms only the three selected settings changed. fnm exec --using codegraph node scripts/check-agent-docs.mjs passes at 13,318 of 32,768 bytes. git diff --check passes. No product build or suite ran for this review-tooling-only change.
README rows checked: the About this fork feature, command, language and measurement rows are unaffected. No product configuration or runtime behavior changes.
