resolve: the kernel settles every ref — no punts remain (leg 7f, part 3a)

After this change the kernel never hands a ref back to TypeScript. The last punts are gone, and with them the Halt::Punt plumbing and the passthrough outcome constructor. This is part 3a of sub-leg 7f, deleting the TypeScript resolver.

  • Supertype walks: a walk over a database that may lack supertype edges now returns a miss instead of a punt. That database can only be a pool worker's snapshot taken mid-prerequisite phase, which has been unreachable since #177 (the snapshot refreshes before the first calls batch). A miss is the safe direction: an edge goes missing rather than pointing somewhere wrong.
  • unknown language: refs from undetected files are now a native miss.
  • Rust module paths in unreadable files: these continue down the kernel's ordinary route, just as TypeScript falls through to its name arms.

Checks:

  • Dumps are identical with the kernel on and off on vitest, ktor, laravel, ripgrep, Ocelot, celery and redis; every one reports zero punts.
  • Parity pins that expected a supertype-walk punt now expect the miss.
  • check:kernel-rules passes.
  • Full suite: 317 files, 5233 passed, 11 skipped.

The TypeScript side still accepts a passthrough status until the spine itself is deleted in 3b. Ledger: docs/design/metrics-ledger.md §5.90.
