Version bump for the v0.26.0 release (make bump VERSION=0.26.0: 11 version files, 8 lockfiles).

v0.26.0 carries #1015 (the Pings service, and finding a Ping's chat-line Campfire so a ping line resolves) and #1016 (UpdateBoost). It also carries #993 (card-move docs), the CVE bumps in #994 and #999, #997, #1009, and dependency updates.

Nothing in it breaks a consumer, so MIGRATING.md gets no v0.26.0 section.
