Version stamp for v0.21.0: nix/package.nix and both plugin manifests. Made by scripts/update-nix-flake.sh (which verified the Nix build) and the stamp scripts.

Release contents: #988 (basecamp mcp serves move and copy that wait for Basecamp and return the new recording, for every type the web files).

Why a minor release: #988 removes the start-only move_recording and copy_recording actions from basecamp mcp, and moves get_filing from basecamp_automation to basecamp_recordings. An MCP client calling the old names gets an unknown-action error.
