#1990 feat: extend harness audit integration scoring

Summary

• Salvages the useful harness-audit scoring work from #1989 on a maintainer-owned branch without taking the stale hook-registry regression.
• Adds GitHub Integration scoring, conditional Vercel/Netlify/Cloudflare/Fly deploy-provider scoring, dynamic applicable_categories, category_count, and rubric version 2026-05-19.
• Adds .github/CODEOWNERS so the repo's new GitHub Integration category reaches 10/10.

Based on the useful harness-audit ideas from #1989 by @knu77on. The broken hooks/hooks.json -> [] change and missing Stop-hook implementation were intentionally excluded.
