Restore the harness lib test build on main

Problem

cargo test -p acyclic-harness --lib fails to compile on main: E0063 (missing requester in a FileValue literal, #860 x #669) and two E0599s where callers that landed after #804 sit outside its narrowed gates (ordinary_journal_owner, write_unchanged_state). Every lane's harness lib tests and the Windows proof are blocked.

Fix

  • Build the window test's value via FileValue::new (no struct literal to break when fields are added).
  • Gate ordinary_journal_owner and write_unchanged_state with their callers (removing the over-narrow cfgs). No behaviour change.

Tests run (bb1)

  • cargo test -p acyclic-harness --lib --no-run: compiles.
  • recent::window: 5 passed, 0.02 s.

Summary by cubic

Restores the acyclic-harness lib test build and the acyclic-fs Windows build on main, both broken by recent field additions and over-narrow or under-narrow feature gates.

  • Builds the recent-window test's value via FileValue::new so future fields cannot break the literal.
  • Removes the tui gate from write_unchanged_state and the filesystem-local + native-execution gate from ordinary_journal_owner; both were narrower than their callers.
  • Gates the Windows clone path (clone_file_from and its two sparse helpers) with native-mount or test so acyclic-fs without native-mount compiles on Windows.
