Remove obsolete stream polling documentation

Remove obsolete browser/HTTP polling and follow tracing descriptions after the push-based follow implementation. This is the README-only change split from #674 at the user's request.

Decisions

  • Keep the README guard's human approval separate from the reviewed runtime fixes in #674. This PR awaits that approval.
  • Preserve the exact README edit from #674; no runtime changes.

Validation

  • Confirmed only rust/crates/stream/README.md changes and git diff --check passes.
  • Runtime validation remains recorded in #674; no builds for this documentation-only split.

Summary by cubic

Removes outdated polling and tracing documentation from the stream README after the push-based follow implementation, leaving only the current behavior documented.

  • Deletes polling details for BrowserStream (100 ms interval) and HttpStream (lazy page reads, 250 ms idle wait).
  • Removes the acyclic.stream.http.follow span description and the polling cost analysis.
  • README-only change; no runtime code is touched.
