Compiler Plugin patch update — signed Maven/Oracle qualification

Signed+DCO single-line patch successor for unsigned PR #78,
applied to current canonical main after the separately qualified
Jackson 2.22.3 upgrade in PR #230.

  • Only tools/hl7-oracle/pom.xml changes: version property of
    maven-compiler-plugin 3.15.0 -> 3.16.0.
  • Java compiler release stays 17, HL7 oracle library stays
    6.10.2, Jackson stays 2.22.3. No workflow, Cargo,
    authority, code or donor changes.
  • Verified XML structure and exact single version replacement.
  • Local Mac Maven CLI is unavailable: Java build/test NOT_RUN
    locally. Real GitHub oracle-self-smoke and oracle-changed-profile
    workflows must build the Maven adapter with JDK 17 and pass
    before any normal expected-head merge.
  • Other exact-head rust, AF-02 base, assurance-proof,
    scorecard, cargo security/dependency checks must complete GREEN.
  • Original PR #78 unsigned history must not be merged or rewritten.

Updates maven-compiler-plugin from 3.15.0 to 3.16.0 in tools/hl7-oracle/pom.xml, as a signed replacement for the unsigned PR #78. No other dependencies or the Java release (17) change.

Local Maven was unavailable, so Java tests were not run; the GitHub Maven/Oracle workflows must pass before merge.
